This is brilliant on so many levels.
Bad guys give you money for the devices that go boom, money that won't be used for other nefarious purposes.
Devices that go boom mostly remove appendages, instead of killing them. Making them EX combatants.
Your enemy spends a ton on health care of all the former combatants.
