Contrary to the opinions of a select few, the goal here has nothing to do with advertising revenue. Thus the focus on content and not classifieds, thus the 50-post Rule.

How do you figure that? INGO doesn't get a commission on stuff sold through the classified.

This is correct. The difference is, we are losing out on the type of potential buyers and sellers that can't make a 50-post or $15 commitment to do so. Cutting out those potential buyers and sellers has made for a higher quality classifieds section.
