I'm reasonably confident from a source not discussed in the Wikipedia entry that it was a nuke, and with an isotope signature that was unique and unexpected.

They've also never really said they didn't have it. Leaving it in the FAFO category for places like Iran that did not have the capability was a good deterrent without being pulled into nuclear arms negotiations and restrictions. Can't give up what you don't admit to having.
