I don't have a lower yet, thinking of going with Spike's Tactical Enhanced version or just waiting for a Noveske. Do I need the lower to submit the form 1?, guessing I do. Also do I need to do the Form in duplicate as well as fp cards?. I relly should stick with knives theese things are confusing.

Other markings, such as manufacturer, location made, and caliber are already listed on other parts of the form.
