In my experience, microsoft did everything possible to make windows 7 networking suck.

Try disabling Chimney Offload and Auto Tuning level with the netsh command. Then disable Remote Diff Compression in Windows Features.

So no luck with the new dns?

Which version of Ubuntu are you on?

ETA: If Bob's advice doesn't work and the DNS switch didn't work, my next suggestion would be to check on the broadcom drivers that you have installed in Ubuntu. You may want the nonfree version of them. It is possible that Ubuntu is taking control of the wireless chip and isn't properly releasing it on shutdown, and Windows is having a hard time utilizing it.

https://help.ubuntu.com/community/WifiDocs/Driver/bcm43xx for info on getting proper drivers.

I would remove the OS's from the same HDD and boot from 2. I am wondering if it's a NIC/DHCP issue with your MAC address.

I would post my speedtest, but I don't want ppl getting jelly :)

tried windows repair from tweaking.com? that usually works for me when i've hit a wall.

I just tried that, no change that I can detect. This is really starting to consume me. I could have been done by now if I just would reformat the hardrive and install windows again, then run Ubuntu from a USB stick. But I have to figure this out.

Need some feedback here on what you've tried.

    DNS changes?
    Non-free drivers in ubuntu?

Did you modify GRUB to load windows first or ubuntu? i have mine loading windows by default, and don't have any issues with speed.

Have you tried reverting the wireless driver to an older version? How about another wireless card?

The wireless driver was working just great before I installed Ubuntu, and it works great with Ubuntu. I should see how fast it transfers things on the home network itself.

The card is showing it is at 54mbps which is the max speed my wireless router allows. Also it is even very slow transferring files over my home network.
