Because of the lack of integrity of those that hire them.

It is called a black market labor: use illegal immigrants who are paid less than the minimum wage.

The answer is to go back to the migrant labor laws we had in the 1960s before the unions messed it up. And get rid of the minimum wage laws.

Even then we might have to annex Mexico due it being a failed state.
