The EPA has dictated, without any new law passed by Congress, that gas stations may not sell less than 4 gallons of gasoline per customer. As I write this, the minimum price you will pay at the pump, according to this rule, will be around $16.00.
Aside from just being a dictatorial move from an out-of-control bureaucracy, this complicates the lives of people with only a few dollars in their pockets, people on motorcycles and scooters with small gas tanks, and people trying to fill up a small portable gas tank for their lawnmower.
