    It's a license that will require training to get. In theory, this will encourage other states to recognize Indiana's (enhanced) license as a valid carry permit in that state. In reality, it's pandering to those states and it opens the door to simply saying "Hey, why do we need two licenses? Let's just drop the one that doesn't require training?" Furthermore, there is exactly zero guarantee that any state will honor that license anyway. Lots of promises, though.

    So are they going to give a pathway for lifetime licenses to become "enhanced"? Kind of like pathway to citizenship?

    Certainly. You just have to take the course and pay the fees and get fingerprinted and approved.

    Basically you are applying ALL OVER AGAIN for a the carry license.
    So

    1) Fill out the paperwork
    2) Get fingerprinted
    3) Have the background check run
    4) Get the training
    5) Pay for the training, paperwork and license
    6) wait

    Is this a done deal or is it just an idea?

    There is a current bill in the Indiana House that IIRC passed and is now with the Indiana Senate.

    I strongly urge all to call their reps and senators and tell them to VOTE NO for the bill. As scutter01 says it's a slippery slope to have our LTCH go byebye!

    This bill only helps the 'vendors'
    - firearm trainers
    - firearm training schools
    - fingerprint compnay

    The idea for this bill came from a firearm instructor BTW named Van Phillips. <<INGO Member name.

    if you already have your lifetime, not having to take a class, will they see an enhanced as a better/ more respectable permit?

    Not trying to sound me or like an a*** but
    what do you think?

    The :sheep: will use this as an excuse to say well everyone should get training after all guns are dangerous. Plus you have a permit/license that requires it so what is the big deal?

    Ignoring the fact that the permit/license is already an INFRINGMENT on both the US 2A in the Bill of Rights and in the Indiana State Constitution!

    SB555 is a piece of crap legislation that needs to die...

    This piece of legislation does serious disservice and harm to those that are currently lifetime licensed to carry under the existing License To Carry A Handgun (LTCH) program administered by the Indiana State Police.

    Ø The new license requires mandatory classroom and ‘live fire’ training from state or nationally approved licensed instructors. This training requirement alone will make licensing for many individuals cost prohibitive. For example, an NRA training course which would meet these requirements can cost $100-450 per person (depending on where within Indiana you reside). For a husband and wife that could cost up to $900 in training! This cost is in addition to the current licensing costs and the cost of the actual weapon itself.

    Furthermore, there is no grandfathering or consideration made for existing lifetime license holders who may have already received substantially more 'real world' training either through firearms competitions, hunter education classes, military/law enforcement service, other states non-resident licensing programs, hands on instruction from fellow range members, etc.

    Ø Our current LTCH is recognized by 28 states.

    By creating this new ‘top tier’ license, existing lifetime permit holders run a serious risk of losing reciprocity in these existing states should those states decide to prefer this new uber-license over the current LTCH. This would effectively render our existing credentials – which many of us have held for years – worthless.

    Even with additional licensing requirements there is no guarantee or solid evidence to suggest that the new license proposed would be accepted any more widely than our existing credentials. There are several states which do not honor reciprocity with anyone (Illinois, South Carolina, Maryland, Maine, California, etc.) and in the current political climate probably never will.

    This ‘build it and they will follow’ approach is flawed because ultimately we have no control over what other states will or will not honor within their borders.

    Ø Many of us who hold lifetime LTCH permits live in communities where local law enforcement is unfavorable to gun owners and the licensing process. It's not unusual for some jurisdictions to delay an application for weeks - or months - in hopes that the applicant will become discouraged and simply give up. The lifetime permit process solved this problem for many of us.

    However, now, anyone wanting to keep their reciprocity and apply for this new 'top tier' license would again have to dive into the local politics and suffer through the red tape yet again which in some instances could take months.

    The NRA and Senator Nugent's office are very much against this legislation for the reasons cited above. The best way to stop it is to blast the following folks email showing your opposition:

    If we can keep this thing in the House Public Policy committee for another couple of weeks it's dead. Legislation can't carry over from one session of the General Assembly to another.
