Permit and license can be used either way. Stop splitting hairs everyone.
From Porter County Dispatchers I have heard:
"Carry Permit"
"Personal Protection Permit"
"Concealed Carry Permit"
"Handgun Permit"
I have NEVER heard the word license.
They are called a Learner's Permit. Learner's License would mean the same thing.Driver's Permit =/= Driver's License

Years ago in Indiana it was a permit. It was also a CCW permit. It's funny to see people splitting hairs over **** that doesn't matter yet they don't do anything to protect the Second Amendment.
