Having a hard time following all this one...if the shooter first chased down someone and shot him then any subsequent shootings could not be justified self defense if people reacted to the unjustified shoot. Maybe I am mistaken in my understanding of the events and timeline.
It appears that he did'nt run after the first guy to shoot him. The first guy shot was chasing him and trying to accost him for who knows what reason.

There is a lesson here oft repeated in firearms classes about not assuming that you know what is going on. If you came upon the guy shot in the head, and the "kid with rifle" is clearly not law enforcement, it would be easy to assume he was a bad guy.
Still would be a bad idea to start a rifle fight with a pistol or a skateboard, but my point is those 2 people might have had the best of intentions in chasing down what they thought was the bad guy.
