    Well, there are more rules for the specifics. I hope i have my numbers rigtht: If you put a pistol grip stock on it and it's still over 26" long total, then you have not yet made a pistol EVEN IF it looks like one. If you cut the barrel and it's still over 16" long, it's still a rifle. If you cut the barrel, put a new stock on it and it's shorter than 26" overall or less than 16" of barrel, then you have an SBR. If you have rifle with a 16" barrel and it is 26"+ even with a pistol grip stock, it's still a rifle and you're all legal. (well, still illegal to hunt deer with)
    +1 As long as OAL is 26+" and barrel is 16+" you can do whatever you want and still have a rifle. If it was born as a rifle, it will always be a rifle.


    Regarding a receiver, or barreled receiver always being a rifle, that may not be so cut and dry. It depends if its ever met the definition of a rifle. A receiver, even if transferred as a rifle, doesn't necessarily mean it is a rifle. That is why the most recent version of the 4473 form not has 3 types of guns to be transferred, handgun, rifle, or frame/receiver.

    Most people always caution that if you plan to build a pistol it should be transferred as a pistol, but not necessarily.

    Regardless of whether you could safely/successfully/legally convert that rifle into a pistol, you have three big issues:

    1. I imagine the recoil/noise/accuracy of that weapon would be difficult to manage.
    2. You are still restricted by DNR to specific calibers outlined in the annual hunting/trapping guide. 7mm-08 is not one of them.
    3. The ATF would eventually take you away to federal prison.

    So, use a 12ga or just buy a rifle in .44 mag.
