Its everyone EXCEPT the government. We are expected to take down the US military. Yikes.
So is INGO a miltia? If so sweet.
No, INGO is not a militia. INGO is a computer bulletin board. The large majority of INGO members and for that matter, the large majority of society as a whole is the militia. INGO is a subset of that greater whole.
That's how I see it.
