What's the deal with the new Waterfowl season dates?

Does anyone have a clue to IN DNR, and or Federal input, why the new Central hunting zone does NOT allow waterfowl hunting from Christmas until January 14th? I always hunt on January 1 to kick off the new year and now the only place to do that is to head to the Southern Zone!!

Because the IDNR biologists are idiots. We haev the second split at the end this year instead of the start. So they have started our season during the best week of deer season and put lots of hunting time at the end when we will be froze up and the ducks will be long gone.....rrrrr.
