    Wow, that's a long time. Guess I'll stop looking forward to it and simply expect it to show up some time in spring or summer.
    Call when it hits 60 days and say, "State law stipulates you have 60 days to process my application. Where is my license?"

    Not sure how well that would work, I imagine not at all.

    So then, is L1 currently a waste of money, being only "worth it" when things are "normal?"

    Also, if there's no penalty/consequence/motivation for applications to be processed in 60 days, as stated in the code, what's to prevent a future administration from simply delaying applications 1 yr, 2 yrs, 3 yrs, etc. as a matter of policy?

    Some local PD's only allow processing through L1 now. I didn't have the option to not do L1 as my local doesn't do finger printing for LTCH anymore.

    L1 was fast and simple. I was told at my local Sheriff's dept. that if I didn't do L1, it could take as long as 6 months to a year. So yeah, L1 is probably still a better option.

    BTW, I already had a LTCH, but it expired. If your's isn't expired, then you're way better off.
