    This can also be a result of imported recycled steel. I had a CornPro flatbed trailer that was flaking big chunks of rust off of the bottoms of the fenders in 5 years. Frame was going at year 10. Basically de-laminating. It seems there are a lot of impurities in the recycled stuff.
