Interesting footnote here: I was told by a school system mechanic at one time that the reason school buses do not have seat belts is because there is no structure rigid enough to place them. The seats must break away in case of impact to prevent a face smash injury, preventing adding structure rigid enough to attach a belt to. How's that for a catch 22?

Back in the war on terror, before it was the "war on terror", hundreds of attacks were stopped. And the public was not notified. Dozens if not hundreds of lives were lost fighting a secret war.
But defense is problematic.
