I think it's fine in checked luggage (since even real guns and real ammo is allowed in checked luggage).
Im not sure I want to go thru that much trouble for a dozen of dummy rounds.
Also since they are that kind of dummy rounds ...
It's like having real ammo shell casing.And under French law shell casing is the same as live ammo, and 9mm ammo is classified as "weapon of war" so those dummy rounds could be like carrying a full-auto AK in my bag.

Could always ship a box to your destination through the mail.
I just have to make sure shell casings are not legally considered ammo no matter how I bring them into the country.
It might sound silly but since you could use those dummy rounds to make real ammo it could be considered live ammo.

It's why here the police carried .357 Magnum revolvers for a while because they couldn't carry 9mm pistols since it's a "war caliber".
When they finally got a pistol in 9mm (in like 2005) all the journalists talked about the police switching for more powerful "weapons of war".

But shell casings and dummy rounds are not live ammo under US laws right?
