Here's an idea I've always had for an outdoor range. It would be gated and locked at the entrance to only allow one shooter in at a time. You could rent the bay and move targets anywhere in the bay and shoot in any direction.

honestly it seems like i have always been leaning towards it. took the conservation courses, along with the hunters education, saftey water rescue, scuba rescue, (certifications to boot ). i feel i could help people. or just write tickets
