    Never seen that but have seen them placed sideways…
    Henderson, TN. At one intersection, one street the light was the “right“ way and the cross street the light was upside down. When it cycled, each light was synchronized. Yep, you got a yellow light when going from red to green on the upside down light. I figured it was either a “homemade” light by someone in that town or a budget version for small towns that wanted to look like a big town, with a stop light. :)
