I'd chalk it up to unfortunate geographic coincidence.

My wife volunteers for a local homeless shelter that operates during the winter months. PETA had a billboard put up right in front of the place with a pathetic looking, snow covered mutt to remind people that dogs need shelter from the cold. Not an easy message to be offended by. But in front of a homeless shelter? Probably not ideally located. She called the ad company whose name was on the bottom of the billboard and expressed a reasonable amount of displeasure. I was taken down in a matter of hours.
