Corn Starch. Seriously. My dad used to use it on the farm for cows' utters. Albeit, it doesn't have a "cooling" feeling, but it does wonders for the chaffing.

I worked out in this heat wearing a hard hat, 2 shirts and a vest, a pair of jeans and chapps over them and work boots. Oh and cutting trees all day. Very very hot!
