That is exactly what I was thinking. What does it protect? If he had it on backwards it should have come up his neck a bit. Maybe it was a boolitpruf vest for a GIJoe! Or even an empty shell..

Maybe it's a typo. And they meant head.
Cause a vest is pretty useless on a head shot.

some vests have adjustable shoulder straps to adjust how high it sits on the torso. so the carrier could be to big or adjusted poorly. either is a logical reason to not cover the heart.

I like to joke around as much as the next person but I don't find this funny at all. Sounds like there were multiple stupid decisions made that day and these people will be suffering consequences one way or another. I can think of many ways to describe this situation but the one that fits best is sad.
