Unfortunately we aren't talking about not having a government. We're talking about having one that is above the law and people who are willing to let that happen.

As long as you have government, you will have people above the law who are more than happy to enslave people under them.

This is why you don't grant it enough power to ultimately matter. And compared to today's governments, such a government would practically be anarchy.
