I guess to be more specific... can we blur out somebody's face who doesn't want to be identified in the picture?

So not actually changing the content... just obscuring parts that we don't want identified. Like if the picture included a gun serial number, SSN, person's face who wants to be anonymous, etc.

Honestly, I don't know what you mean by this.

They mean they are judging what you took the picture of, not how pretty the picture is. So creativity and cleverness are what will win the contest, not being a photographer.

I know that we can't photoshop the content, but what about the lighting? For my idea i'd like it a bit on the darker side but can't be sure i'll be able to do it naturally. All the content would be untouched, just making it a bit on the darker side, or maybe making it black and white. Against the rules?
