I agree with you; However, there is one additional issue that needs to be considered. Regardless of whether it is presently planned as an incremental transfer, a contingency plan, or perhaps even hasn't crossed their minds, have duplicate production facilities allows them to have plenty of trained workers available in a viable facility in China to transfer all production there in the future should the circumstances make it advantageous to do so, and it can be done incrementally at the company's leisure. This is far different from trying to make a cold move and miraculously hit the ground running.

China has built Jeeps under license for years along with 23 other countries. thats the reason Benz wanted to buy Chrysler to gain relationships, contracts and a distributorship that Chrysler had for ( Actually most of the contracts were from Kaiser/Jeep) 60+ years..
