What's the big deal? Back in the late 1990's at IUPUI, we were having a problem with males using the men's restroom at the Natatorium for sex. We received lots of complaints from visitors of men exposing themselves and even building gloryholes. Officers (not me) began arresting them left and right and they all claimed the same defense as the article.

Glory holes at Ballantine in Bloomington, circa '88. It was so bad, I'd walk over to Maxwell or the Chem building if I had to go. I'd be surprised if this was just a shaking the dew off the lily event.

I think if there was a guy in there watching people pee I would wait for a stall or just hold it. As for the article there is a big difference in shaking it off and doing "lewd acts". Being NYC and one officer obviously getting praise for catching so many my uneducated guess would be something fishy is going on here. It states they got very complaints of lewd acts to begin with, now suddenly they are getting lots of arrests (money).
