I'm sure that didn't help, but a slogan from a contest on a plaque from 1903 isn't the law.

Besides, a friend of mine's grandfather came here in the 19 teens (which is after the contest slogan was created) alone as a teenager from what later became Czechoslovakia.
He didn't speak English at all.

He came through Ellis Island and among other requirements, he was required to have so much money in his pocket, and had to swear he would not be a public burden and would find work.
One key to stopping illegal immigration is to make sure there's nothing for illegals when they get here.
