It was rhetorical, like you said, likely lost forever. Once something is taken it is rarely returned, even if completely wrong when taken. No reimbursement either, sucks to be you fella, guess we made a mistake. Even found property in criminal cases take quite sometime to get returned.
Again, I understand why they did in this case, especially in this climate lately, this could have saved dozens of lives, thankfully we'll never know, but still there needs to be a lot more figured out because this won't be isolated or unique.
