I think the number of people with a LTCH is well over a million now... it was over 500,000 back in '08 timeframe and the number of applications has BOOMED since then. IIRC, 900,000 new applications in 4th quarter of 2012 alone.
I think it was about 350,000 when the database was sealed two years ago. Indiana only has 6.5 million residents.

The number of applications in Q1 of 2013 according to the source is still more than the estimated number of total licensees you gave.
