During a riot you want to blend in. Look like a cop and they'll attack you like one. Hoodie, jeans, leather gloves, and yeah you will want a gas mask. If you're afraid of rioters you'll have to look like one to get past them.
I'd focus more on getting a stab-proof and blunt force protection. More likely to get stabbed/bludgeoned in a riot than shot, and it will probably be a lighter system than bullet resistant gear. Throw a hoodie over it and GTFOD.
Get an LTCH and a nice hand gun as well.
