Yes anyone can get one now...Just have to pay the $40 dollar special plate fee I took this from the indiana dmv site just now about the plate

The Prisoner Of War - Missing In Action license plate sponsored by Indiana Rolling Thunder will be available in 2010 to honor all Hoosier veterans who are missing in action or listed as prisoners of war. Funds from the sales of this plate will go to the Veterans Assistance Trust Fund established by the General Assembly in 2007 to assist veterans and their families in times of financial hardship.

How do those special plates work, is it an annual $40 fee, or just a one time fee to cover the cost of the plate?

Do I just go to the DMV when my registration is due to ask for this one?

Regardless, that is awesome, I can't wait for my plate to expire now!

Its an annual $40 dollar fee and you just ask for a special plate and then they will ask you which one you want.
