Can someone give me a quick word on what sheepdog means?

There is an Author who penned a book by the the name of Dave Grossman LTC (ret) that divides people into three subsets, Sheep, Sheepdog, and Wolves and attempts to explain different mindsets to the titles of the groups he has chosen to use.

Quick and Ugly groupings badly paraphrased and condensed...
Sheep or sheeple are the vast majority of the people who cannot do for themselves according to him.
Sheepdogs, are those in the LEO, Military, or those who are willing to protect themselves according to him.
Wolves are the Criminals or persons who are unconcerned on whether or not that they have harmed other persons.
