I started my son at 12 with a .22" that was his" and after a lot of ammo( I wish we still had ) I just got him a 9mm for his 13th birthday. After the first couple rounds he was shooting it like it was a .22
If she has been shooting for a while and you feel she can handle a weapon safely then get her something she can use for the rest of her life, and when she is 21 and still has it she will know it like the back of her hand and be able to use it like a Ninja uses's a sword
