So he didn't need any medical attention... This was an accident... How did the authorities get involved so it ended up in the news?

Its probably been over 2 decades ago, but a guy I knew of that lived in my hometown was shot and killed by his hunting buddy. They were squirrel hunting and guess the guy liked having a squirrel tail hanging from his cap.....they separated and later the other guy looking for his friend saw a squirrel tail. Total fail on both and one paid with his life.
