I put mine in early FEB. After a month I called ISP and asked them what was the hold-up. (More like "I applied "x" weeks ago and I haven't heard anything about my LTCH). They directed me to the clerk that handles the applications. She stated that it wasn't the background check, but I payed the wrong fee. I then received my notice two weeks later and sent in a money order to cover the difference. The permit came in 4 days afterwards.

But then again, the rise in applications have been tremendous. Best thing to do is call, IMO.
