To pedophiles. Not so much to most folks who have and love children.

To someone who has spent any time treating the trauma induced by sexual abuse to a child it may seem a little light.

I think a true deterrent would be if the procedure were done by a blind drunk.

But it might, "might" stop repeat offenders; and in my book that is a good thing.
