Are you trying to kill it without killing anything else? If not just use generic round up
Huh? Roundup (glyphosate) will kill just about anything you spray it on. Overspray will wipe out all the grass beyond the vine you spray it on. But grass recovers fairly quickly.
I cut them and put Tordon RTU on the exposed end of the root. It has killed everything with a cambrian layer I've put it on.

He speaks the truth. Tordon RTU is good stuff. Cut the vine (a set of loppers work well) and apply it to the cut within 30 minutes of cutting. It will transport in the root system without affecting nearby vegetation.

I cut one the other day and put some on it. How late in the year can it be applied? Can it be done throughout the winter?

Yes, you can apply it as long as the stem is not frozen.
Garlon 4 for use with oil. Garlon 3A for use with water and surfactant.
