So this is common with 10/22's? I had planned on picking one up for my sons and didn't realize they were troublesome in that manner.

No, that's a typical semi-automatic's malfunction. Type 3 IIRC.
His rifle had other problems. The ejector, for example, was out of tolerance and the slot had to be widened to accommodate it. As well, the extractor was a bit rounded off.
The 10/22 is a good rifle for what it is, and as long as you stick to decent loads, it will function well.
If you plan to shoot ammo that has high variance in powder weight (bulk), rethink the action you'll be using - go bolt or lever. Any semi-auto will malfunction with crap ammo.
