Interesting site on Clarksville overpass

I was traveling to Louisville today and as I approached the Veterans Parkway/I65 overpass I noticed a person standing over the southbound lanes with a Don't Tread On Me flag hanging over the side of the overpass so the southbound lanes could see it. Not enough time to get a picture. Anyone know who or why?

There was a group on the 96th St bridge over I-69 in Fishers both morning and evening commute. This morning, their antics added 30 minutes to my drive. They had a bit of a mixed message. They were protesting Benghazi, the NSA, Obama, and probably a few other things but I couldn't read all of their signs.
