    This one was very hot because of mag dump after mag dump, it would have taken a very long time for it to just air cooled.

    didn't know there was any need to cool a silencer faster than just letting it air cool.

    Yeah, when you run it to the point of burning off the finish, can't set it down on a cafeteria table without melting the plastic top, and still have a line of folks waiting to shoot, ya gotta do something...

    does cooling it with water make it quieter?

    No; only introducing a medium to the inside of the can will do that, and the temporary increase in suppression isn't worth the mess in most cases.
