Sorry I've never used one and didn't know there was any need to cool a silencer faster than just letting it air cool. does cooling it with water make it quieter?

This one was very hot because of mag dump after mag dump, it would have taken a very long time for it to just air cooled.

Yeah, when you run it to the point of burning off the finish, can't set it down on a cafeteria table without melting the plastic top, and still have a line of folks waiting to shoot, ya gotta do something...

No; only introducing a medium to the inside of the can will do that, and the temporary increase in suppression isn't worth the mess in most cases.
