    Would a plexiglas-like cover lit by IR LEDs from the top/bottom or sides result in an ir glow strong enough to obfuscate the plate from the cameras?
    I doubt it. The plate is highly reflective even in IR, you might just be illuminating the plate and allowing an even better picture. The IR LEDs might work if pointed rearward towards the camera, but it would be trial and error to find out
