    Pretty much what everyone else said... document it, so you can stick it to those jerks who are slacking off. Rules, like gun laws, punish only those who aren't doing any harm to begin with.

    Make sure that their breaks aren't medical. You wouldn't want to embarrass someone who has a legitimate excuse from being gone.

    Have you approached any of them? I would definitely do so and address the issue man-to-man or in a group setting to everyone so that everyone knows.

    I take it that "Hoosier Gun Coat" isn't the aforementioned business. Haha!

    I worked in a commercial fab shop and my owner had same problem and we went out drinking and i notice that the nastier the restroom the shorter the restroom time so we got to talking and i talked him into a portapotty outside the building 10 feet from door we put a red card in everyones area and when u went to toilet u had to put your card in a slot buy the door to let us know which number was in the can we said it was incase a fire or accident we would know who was missing he put a lock on inside restroom with out of order sign said when productive picked up we could afford to repair it turned out it worked and people started running down to gas station and fast food restrooms on lunch then we could get the trouble employees for being late and got two of them fired 3 months later it was horribly cold in winter and nasty funk in summer after the people got fired got rid of outside toilet and evryone was back to happy he only hired one more person and has same productivity and even better numbers good luck
