What does PUDC mean?

I Googled it and got four possiblities:
-Pineapple Upside Down Cake
-Process Unit Design and Commissioning
-Pontypridd Urban District Council
-Przeglad Ubezpieczeniowy Dla Ciebie

I kind of like "Pontypridd Urban District Council" myself, although "Przeglad Ubezpieczeniowy Dla Ciebie" sounds intriguing.
