    You control the water supply, you control the people.

    Though I'm no expert, likely the issue is that people who own sufficient amounts of land could collect sufficient rainfall off of their land to drain what few reservoirs of water exist out west, affecting even land beyond their own borders. It is a mite more complex than simple control.

    Sure it wasn't his "first" offense...but his offense was COLLECTING RAIN WATER.

    Yep. Initially I was thinking he used it to fill underwater storage tanks or something, for irrigation. Didn't expect to see he had built multiple dammed retention ponds.

    Of course you can't just go around making retention ponds and screwing with the water.
