Some pistols have ambi mag releases (most stiker Springfields, some S&Ws, Sig 938, etc.) and Glock gen 4s can have the release switched to the right side.He is left handed. Now visualize where the mag release is.

I had an issue with my Glock 19 mag release being depressed in a Supertuck holster when I carried it. That carry setup changed quickly.

I would, and certainly have commented/questioned people on their carry choices. As an OCer myself I am pretty used to people making comments or starting conversations so it wouldn't even be that odd.
The CCers that think it is invisible get really weird sometimes lol.
But for this guy I would mention that it appeared he did not have a magazine inserted.
