In my humble opinion:
1) NO new laws need to be written,
That being stated there are however neccessary changes to be considered...
2) Penalties for infraction on existing laws need to be enforced more consistantly AND laws like those being proposed here only need to be included in penalties for infraction on existing laws.
i.e. It should NOT be illegal to carry your legally carried pistol into a bar and even consume alcohol; HOWEVER If there is a negligent discharge caused by your drunkeness you should face VERY stiff penalties heavy fines and the like.
