They didn't have to file a FOI, anyone could just order a DVD with every LTCH holders info on it including name/address. IIRC it was around $20 and offered on the ISP website.Bill would close access to gun permit database

Not sure. But I found this. My google-fu is only ok, not great.
It appears in 09 the BHT got the info from filing a freedom of information act on the Indiana state police and they had to give it to them, this law changed that, if it was passed.
