The article says, "An Amtrak police officer has sued the national rail corporation"

I assume this means, private security for the Amtrak rail line.

Rail Road Police actually get the raw end of the deal when it comes to being a police officer. They must attend and graduate every Law Enforcement Academy where they work at. If they are required to ride the rails in three states they must attend the Academy in all three states if each state does not recognize their original academy.

No, they have concurrent jurisdiction with city police in Philadelphia. The SEPTA police are rail police, just like the AMTRAK police, and they would perform arrests all the time in downtown Philadelphia if they were the closest responders.
