That was in answer to to a poster asking if the Ukraine had gotten its arms yet from the US (as you can readily see). The A/B testing is postulated about the same poster, that either following the process will be denigrated as taking too long or the process should have been started sooner. But if Trump had not followed the process, then it would have been evidence of his barely concealed proto-fascist tendencies and lack of commitment to the rule of law
