the cz is a higher quality gun hands down. Bolt throw will be smoother, and the fit and finish is light years ahead. that being said, triggers are DIFFERANT but neither is really worse than the other, just different. The cz MAY get a slight nod in accuracy but I doubt many of us are good enough shooters to notice.

My vote would go towards the cz and I wouldn't think twice about it.

CZ gets my vote. Change a spring out and less than $1 later you have a very nice trigger!

CZ for the exact same reasons as above, but the savage would be my #2 choice (if any gun was a option). Im not a 17hmr fan what so ever, but the rifles you chose are great options, and either will probably make you a happy man.
